PARKING. AND TRAFFIC
   
Section 1.
  Definitions of the Town of Woodbridge ordinances addresses parking restrictions during winter storms.   

As used in this ordinance, the following terms shall have the meanings indicated:  

Local Authorities
.  Includes the Board of Selectmen, Chief of Police, local Traffic Authority, or other officials having authority for the enactment or enforcement of traffic regulations within the Town of Woodbridge.  
Parked Vehicle
.  Any vehicle in a stationary position within the limit of a public highway.
Parking
.  Leaving of a vehicle, whether occupied or not, upon a highway otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers, or loading or unloading merchandise (other than from vehicle to vehicle), or in obedience to traffic regulations or traffic signs and signals.
Standing
.  Same as parking.

Section 2
.  Parking Restricted During Storms  

No vehicle may park on any highway of the Town of Woodbridge so as to interfere with operations for the removal of snow and/or the sanding of highways during the time of falling snow, sleet, or freezing rain; and thereafter until the highway has been cleared of snow, or sanded.  


In addition to the fine assessed for the violation, any police offier
of this municipality, by the direction of the Chief of Police, upon discovery of any vehicle in violation of this ordinance, may remove this vehicle and cause this vehicle to be stored at a designated garage. All charges relating to the towing and storage of this vehicle will be the responsibility of the registered owner of the vehicle.

Winter Storm Emergencies.  Parking bans, once declared, are posted with electronic media (Radio Stations: WELI, WQUN, STAR 99.9, WPLR, KC101; TV Stations:  WTNH – Ch. 8, WVIT – Ch. 30, WFSB – Ch. 3, FOX 61).  

C.O.P.R. PROGRAM - “Calling Our People Regularly"

The Woodbridge Police department would like to remind residents about the C.O.P.R. Program and encourage its use by the senior residents in the Town of Woodbridge.  The Chief of Police, in conjunction with Maryellen Larocca, Director of Human Services and Lee Canning, have been working with this program since May of 2001.  

WHAT IS C.O.P.R.?

C.O.P.R. is a computerized calling system maintained and operated by the Woodbridge Police Department.  This service is provided free of charge to Woodbridge senior residents who would like a welfare/wellbeing call be placed on a regularly scheduled basis.  This program is ideal for those who may be alone, shut-in, recuperating from illness or injury, or disabled.  

THE CALL

Only with the authorization of the resident/client will a call be placed to a designated number at a designated time.  The client will receive a call at a specific time, as established through the application form.  You tell us when you would like to receive a phone call.  When you answer the phone, you will hear a recorded message, you will be documented by the computer as having received the call, and as being “safe and secure”. 

THE RESPONSE

If the client’s phone is busy or if no answer is registered, the computer will automatically call again within a designated time period.  If there is no response on the second call, then a third call will be made within a 10-minute span.  Should there be no phone contact after the third call, an “ALERT” is registered at Police Headquarters in Central Dispatch through the computer system.  The Woodbridge Police Department Dispatcher will then dispatch Police Officers to the client’s residence and will personally conduct a welfare or wellbeing check. 

YOUR SUPPORT

If you plan on being away from home at the designated time of the call, all you need to do is notify the Woodbridge Police Department and the computerized call will not be made until you tell us you have returned to your residence.  

HOW TO SUBSCRIBE

All you need to do is fill out a one page form, which can be obtained from either the Woodbridge Senior Center or the Woodbridge Police Department, and upon completion submit it to the Woodbridge Police Department for process.  We do the rest.  Your information and that of friends, relatives, and designated contacts will be secure and private.  This system is self-contained and cannot be accessed by anyone outside of the Woodbridge Police Department’s security designation.  Your name and information will not be given to anyone outside of the law enforcement agency at any time.  

We are currently in the process of programming our computer with the necessary software and modems to make this system operational.  This program is under the direction of the Chief of Police, with the assistance of Administrative Assistant Janice Innocenzi, Officer Bob Crowther (liaison to TRIAD/Woodbridge Senior Center), and Dispatcher/Computer Specialist Brian Freeman.
